Interview with Chula Vista Mayor's Office
by Marco, Gr. 12

1)
Are you elected or appointed? What is your term of office?
1)The Chula Vista City Council consists of five members including four Councilmembers and a Mayor. All members are elected from the city at-large and must be residents of the city at the time of their election or appointment. Members of the Chula Vista City Council must be qualified electors of the city. The City Council consists of 5 Council Members (Council seats 1 through 4 and the Mayor's Seat). The term of office for each member is four years, and there is a limit of two consecutive terms for each position. The City Council of the City of Chula Vista serves its community at-large - there are no districts within the City. The term of each member of the City Council is four years and commences on the first Tuesday of December of the year of the election and continues until a successor qualifies. Members of the City Council and Mayor are limited to two terms of office.

2)
How long have you been in office?
2) Stephen C. Padilla was elected the 38th Mayor of Chula Vista on November 5th, 2002. Before his election as Mayor, he served two terms on the Chula Vista City Council, having been first elected in 1994, then re-elected in 1998. Prior to holding elective office, Mayor Padilla served on Chula Vista's Board of Ethics, Safety Commission and the 2000 Community Task Force.

3)
What responsibilites do you have?
3) The mayor performs all the functions and exercises all powers and rights of a city council member. His mayoral duties include: serving as the city's official representative at political and ceremonial functions, interpreting policies and programs to city residents, signing legal documents and delivering the annual State of the City address. In emergency situations the mayor may be empowered by the city council to assume command of emergency personnel. The mayor's position is full-time. City council members are part-time elected officials.

Interview with the mayor of Santee
by DR, Gr. 12

1) Are you elected or appointed? How long have you been in office
?  Elected.

2)What is your term of office?

Four Years, part-time minimum wage.

3)What responsibilities do you have?

The Santee Mayor, officially is one of five votes on the City Council, is the Chairman at meetings and is the official spokesman for the City. Unofficially, as long as the Mayor has the support (votes) of a majority of the Council he may do just about what he pleases within
the law and the tolerance of Staff. However, if just one Council member (I have only a one vote majority in Santee) disagrees with the Mayor on ANYTHING..the Mayor reverts to having about as much power as the Dog Catcher. Actually that is unfair to animal control, they have more power than a Mayor without a majority of Council votes.

4) Why did you chose your job? How did you get your job? Describe it
.
I didn't choose to be Mayor, it chose me. I ended up opposing a welfare center being put into Santee, whipped up an angry citizen Mob to help me and stormed City Hall (politically). Ended up running for
Council, then was elected to Mayor mainly because I made promises. I was recently re-elected un-opposed, mainly because I wore all of my enemies out. I always deliver on promises. My word is my word
.
